Evan Williams focuses on land use litigation, representing landowners and other interest holders in easement, boundary line, and restrictive covenant and other contract disputes, and eminent domain and condemnation matters. Mr. Williams also handles state and federal appeals concerning the foregoing and other areas of real estate litigation. He has frequently represented Adams Outdoor Advertising and other billboard companies in lease and zoning disputes, and in 2025, obtained summary judgment in Adams’ favor in a First Amendment constitutional challenge to the sign ordinance in York County, South Carolina, a decision that was featured in OAAA’s Spring 2025 Legal Report. The County appealed to the U.S. Fourth Circuit Court of Appeals, but after prevailing on the County’s request to stay the District Court’s injunction requiring the issuance of digital sign permits, Adams obtained a successful settlement that resulted in six permits for digital outdoor advertising displays from a local government that prohibits new displays altogether. Mr. Williams is licensed to practice in South Carolina.
